The Association for Technological Diplomacy

The Association for Technological Diplomacy (APDT) is an initiative dedicated to promoting and developing emerging and disruptive technologies, contributing to innovation in Romania. Founded in 2024, APDT aims to be an independent platform that integrates technological expertise, necessary strategies, and foreign policies to ensure a better and safer national, European, and global future.

Emerging technologies are dramatically changing the world, and technological diplomacy plays a crucial role in translating these changes into effective policies. APDT contributes to creating a Romanian footprint on the global technological agenda by promoting international collaboration to address global challenges.

Flaviu Turcu

President of the association

Dr. R.V. Flaviu Turcu is a leader with over 20 years of experience in the fields of science, technology, education, and management. Internationally recognized for his pioneering contributions, Flaviu has collaborated with prestigious institutions in Europe and North America, such as Los Alamos National Laboratory (USA), Pacific Northwest National Laboratory (USA), University of Rochester (USA), CNRS Orleans (France), and Radboud University (Netherlands). He currently serves as President of the Association for Technological Diplomacy and is a lecturer at Babeș-Bolyai University in Cluj-Napoca.

Remarkable Achievements:

  • Recipient of the prestigious R&D 100 Awards (2015)
  • Gold Medal at the International Exhibition of Inventions in Geneva (2016)
  • Visiting Professor, University of Rochester, USA (2016)
  • Marie Curie Fellowship, awarded by the European Commission
  • Chairman of the Board and General Director of the National Institute for Isotopic and Molecular Technologies, Cluj-Napoca
  • PhD in Physics, Babeș-Bolyai University (2007)
